INTERNET PATRON ACCESS POLICY
In keeping with its mission and the Bill of Rights of the American Library Association, the Thayer Public Library provides public access to the Internet, an online global network of computer networks.
The Internet is a valuable informational resource for all ages. However, users should be aware there is no central control of the Internet and some information might be inaccurate. Its broad scope might mean that materials are accessible that some might deem objectionable.
Patrons should also be advised that their electronic transactions, including personal information, could become public to other Internet users. Viewing screens at this Public Access Internet terminal might also be seen by other users.
As a result, the library does not guarantee privacy or confidentiality of Internet use. Moreover, the Library assumes no responsibility, guardianship, or liability for information accessed via public access terminals.
Patrons may not use Library’s Internet workstations or connection to transmit threatening or harassing material or engage in any activity that is deliberately offensive or creates an intimidating or hostile environment. Hacking (purposely violating computer or network security) or the dissemination of viruses, harmful computer code, hoaxes, or deceptions is prohibited. Violations of copyright or software licensing agreements are prohibited. Patrons may not access, display, distribute, or print images or graphics of obscene or pornographic materials or material that violates laws relating to child pornography (including but not limited to Mass. G.L. c. 272, §§29A, 29B, 29C), or laws relating to possession and/or distribution of obscene material or material “harmful to minors” (including but not limited to Mass. G.L. c. 272, §29) while using Library workstations or using the Internet connection. For purposes of this policy, a matter is defined as “obscene” and/or “harmful to minors” in accordance with Mass. G.L. c. 272, §31. The proper authorities will be notified of any violations.
All registered users must agree to the “Internet and Workstation Patron Access Policy Agreement” displayed on terminals on the library’s Lower Level prior to using Internet terminals. Users under the age of 18 must also have the attached agreement signed by a parent or legal guardian prior to registering to use the Internet terminals.
This policy recognizes that it is the parents and only the parents and caregivers, who have the right and responsibility to guide, monitor or restrict their child’s access to the Internet and other library materials and resources.
Parents and guardians are welcome to explore the Internet with their children to find out how it works and the nature of the information it provides. They are encouraged to borrow book and software materials about the Internet to learn more about it.
Adopted 3/13/2006
